PRE-QUALIFICATION CUM TENDER NOTIFICATION NO. 01/2007-08 DATED: 05-04-2007 (Through Manual Cum E-Tendering System)

Sealed percentage tenders in prescribed form in duplicate in two cover system (Section I & II) Manual (conventional) and electronic tender on TURNKEY basis are invited by the Executive Engineer, KNNL, UTP Division Ranebennur on behalf of the Managing Director, Karnataka Neeravari Nigam Limited, Bangalore from eligible contractors registered under KNNL Category II and above, who satisfy the conditions for taking up the following Lift Irrigation Scheme.

Pre-Qualification conditions: The contractors, who intend to get pre-qualified for taking up the above Lift Irrigation work under KNNL, should submit the details mentioned below alongwith requisition for blank tender documents. The blank tender documents will be issued to those contractors who meet the pre-qualification criteria for taking up the Lift Irrigation works. (Certificates should be obtained from Officer not below the rank of Executive Engineer). Intending bidder should furnish the certificate of Registration under Category-II & above issued by KNNL. The contractor should furnish the name of the Individual / Firm with address and telephone No. with place of Registration, year of Incorporation etc., The application made by the firm / company, shall be signed by a person holding the power of attorney, in which case a copy of power of attorney shall be submitted. The bidder / firm / company should have an annual financial turn over minimum Rs. 8.00 (Rs. Eight Crores) crores in one year during the last two financial years. Latest copies of income tax and sales tax and sales tax clearance certificates shall be enclosed. The intending Bidder / firm / company should have satisfactorily completed at least one similar type of project like Lift Irrigation, Water supply projects involving lift components from surface water, jack well raising main / pumping machinery on turn key basis including survey, design, execution operation and maintenance. The intending Bidder should furnish the details of certification of tie up with manufacturer of pumping machinery and electrical works with contractor for execution of electro-mechanical components of L.I. Schemes. The intending Bidder / firm / company should furnish list of man power, machinery, workshop, factory available with them for taking up the work. The intending bidder / firm / company should furnish from pump manufacturers confirmation who have successfully manufactured very high head HT Pumps up to pump head of the order of 220 H.P. and certificate of satisfactory, operation shall be enclosed for pre-qualifying the bidder. The intending bidder / firm / company should procure all the machineries from the Indian firms only foreign goods will not be entertained. The cost of inspection of all materials and also all incidental changes for the officers deployed for the inspection of materials any where should be born by the bidders. The qualified bidder should make arrangements to claim the exemption for the central excise duty prevailing at the time of execution as per G.O. No. 03/2004, /CE & 14/2004, Cus, dated:- 08-01-2004. The same shall be credited to Nigam duly deducting in the R.A.Bills. Since, the rates are inclusive of all taxes even though if the qualified bidder not claimed the central excise duty exemption the Prevailing Central excise exemption amount shall be deducted in the running bills. Two Cover system of tendering consisting of envelope-I and Envelope-II will be as follows: The envelope-II shall contain the following documents: The certificate of registration issued by the State/Centre/Public sector organization along with category certificate issued by KNNL. The requisite E.M.D. in original. Latest copy of income tax clearance certificate. Latest copy of Sales Tax clearance certificate. E.P.F. registration certificate. The details of certificate for tie up the manufactures of pumping machinery and electrical works for execution of electro-mechanical components of Lift Irrigation Scheme. Technical bid. List of man power and machinery, workshop, factory available with him or with the partner for taking up the work. Envelope-I shall contain the financial bid/ The Envelope-II will be opened first and thereafter Envelope-I of only those bidders whose documents in Envelope-II are in order will be opened. 4. Manual Tendering: I. The aspiring bidders may submit their applications for blank tender documents receive blank tender documents and submit the sealed tenders at any of the following places on notified dates. a) Registered office of the Managing Director, KNNL, 4 th Floor, Coffee Board Building , Dr. Ambedkar Veedhi, Bangalore . b) Office of the Engineer in Chief, KNNL, UTP Zone, Shimoga. c) Office of the Chief Administrative Officer, KNNL, WALMI Building , Belur Belgaum Road , Dharwad. d) Office of the Executive Engineer, KNNL, UTP Division, Ranebennur. The cost of blank tender booklets per set including all taxes is Rs. 28,750-00 (Rupees Twenty Eight Thousand Seven Hundred Fifty Only). It is not refundable and shall be in the form of Demand Draft / Bankers Cheque / Pay Order drawn in favour of KNNL, payable at Ranebennur and shall be submitted with the application. Submission of requisition for blank tender documents upto 11-05-2007 during office hours. Issue of blank tender documents; At any of the places mentioned above, as requested by the contractor up to:- 22-5-2007 . A pre-bid conference will be held on 29-5-2007 at the Registered office of Managing Director, KNNL, Bangalore at 11.00 a.m. Last date of submission of completed tenders 06-06-2007 upto 4.00 p.m. Envelope-II containing bid security and technical bid will be opened at the registered office of the Managing Director, KNNL, Bangalore on 12-6-2007 at 11.00 a.m. Envelope-I containing Financial Bid will be opened on 21-6-2007 at the registered office of the Managing Director, KNNL, Bangalore at 11.00 a.m. EMD should be in the form of D.D. or Bank Guarantee of a Nationalized or Scheduled Bank drawn in favour of KNNL, payable at Ranebennur. Tenders received without E.M.D. shall be liable for rejection.

E-Tendering: In addition to the normal manual tendering procedure in order to enhance transparency through automation in the tendering process, KNNL, has introduced electronic tendering process for e-tendering. The blank tender documents can be obtained through website www.knnlindia.com and by linking to E-tendering (i.e., once you are in the above website, click on E-tender wizard which will link to www.tenderwizard.com . Where electronic tendering is provided and can be submitted through electronic tender box available there in also. The aspiring contractors who have not previously obtained the user ID and password for participating in e-tendering in KNNL, may now obtain the same by requesting writing to the Managing Director, KNNL, Bangalore office on or before: 11-05-2007. The contractors can request for e-tendering documents on 11-5-2007 in the KNNL, website www.knnl.com link e-tender document on payment (non-refundable) of Rs. 28,750/- towards the cost of e-tendering document including all taxes. While applying the contractors should enter the particulars of payment like D.D. number, date, amount and name of the bank. Contractors who are applying through e-tender should submit their D.D. at UTP Division, Ranebennur office on or before: 14-5-2007 . The amount of Rs. 28,750/- shall be paid in the form of Demand Draft / Bankers Cheque / Pay order of a nationalized / scheduled bank drawn in favour of the KNNL, payable at Ranebennur. The contractor can have access to e-tender document on 22-05-2007 during office hours. A pre-bid conference will be held on 29-5-2007 at the Registered office of the Managing Director, KNNL, Bangalore at 11.00 a.m. Submission of completed e-tendering document: 06-06-2007 . Envelope-II will be opened in the Registered Office of the Managing Director, KNNL, Bangalore on 12-06-2007 at 11.00 a.m. Envelope-I will be opened in the Registered Office of the Managing Director, KNNL, Bangalore on 21-06-2007 at 11.00 a.m. The contractor may obtain tender documents from the website fill them submit the completed tendered document into electronic tender box on the website itself. The E.M.D. shall be scanned and attached to the E-tendering document and original E.M.D. document shall be submitted in person to Executive Engineer, KNNL, UTP Division, Ranebennur on or before 08-06-2007 or at Registered office M.D, KNNL Banglore on 12-06-2007 before 11.00 a.m. In case of e-tendering the necessary certificates shall be scanned and attached to e-tender document. The original certificates shall be produced at the time of opening of tenders (Envelope-II) for verification.
6. The validity of E.M.D. shall be submitted upto maintenance period. (i.e., for a minimum period of tender period 18 months + maintenance period 24 months = total 42 months.) Note: The intending bidders are advised to visit the site of work before attending the pre-bid meeting and also before submitting their tenders. If the % age quoted by the successful Contractor is below 90% of amount put to Tender then, the successful bidder shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted % age and 90% of amount put to tender. In case of bidder quoting above 110% of the amount put to tender, then the amount over and above 110% of estimated amount will be withheld during the progress of work. Any documents submitted through post / courier, is at the risk of contractor i.e., KNNL will not be responsible for postal delay. The contractor should attach he/her scanned signature to the Schedule-B before submitting. If any of the dates mentioned above happens to be a general holiday, the next working day should holds good. Further, information can also be obtained from the office of the Executive Engineer, UTP Division, Ranebennur during office hours, Phone No. 08373-267071. Conditional tenders are liable for rejection. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever. Corrigendum will be published in the website / news papers for all modification / corrections if any. Bidders for the works who have already executed the works and / or who are executing the works under Karnataka Neeravari Nigam Limited should enclose the performance certificate from the concerned Executive Engineer, for having satisfactorily executed or satisfactorily executing the works under taken by them under KNNL. Such tenders received without performance certificate or with unsatisfactory performance are liable for rejection. The intending bidders should know that, if any of lands either in part / parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by consent of the land owners before commencement of work at no extra cost to the Nigam and no claim what so ever relating to non-availability of land would be entertained.
