Sealed percentage tenders are invited by manually or Electronic tenders (e-tenders) in the prescribed form by the undersigned on behalf of the Managing Director Karnataka Neeravari Nigam Limited from contractors having registered their names in KPWD of respective class, satisfying  the conditions mentioned below /enrolled in the select list of contractors of KNNL for the work mentioned in the statement below.  These tenders are through e-tendering or by manual system. While applying for the tender the contractor shall invariably mention whether they want to submit their tender by manually or by e-tendering.

            The blank tender documents can be obtained through website www.knnlindia.com & by linking to e-tender (i.e.,once  you are in the above website, click on E-Tender Wizard, which will link to www.tenderwizard.com  where electronic tendering is provided) and can be submitted through electronic tender box available therein OR the blank tender documents obtained and submitted  manually in the offices mentioned below:

The aspiring contractors who have not previously obtained the user ID & password for participating in e-tendering in KNNL, may now obtain the same by requesting in writing to  the  registered office ,KNNL, Bangalore.

Instructions to Bidders :

1. The intending tenderer shall submit the completed tender in section-I & II (Section-I is financial bid and section-II is EMD & PQ details) for works under sl.no.13 to 19

2  The contractors can request for blank tender document from 25-06-09 to 04-07-09 up to 5.30   PM  in the KNNL website www.knnlindia.com link e-tender or in the below mentioned  offices on 25-06-09 up to 5.30 PM on  payment of  application fee as mention in column 5    towards the cost of tender document and also in the office of the Executive Engineer, K.N.N.L., No.5 U.T.P. Division, Honnali, from 25-06-09  to  04-07-09  The cost of form          shall be paid  in the form of  Demand Draft (DD) or Bankers cheque of a Nationalized Bank / Scheduled Bank  drawn in favour of “Karnataka Neeravari Nigam Limited”  payable at Honnali (Non-refundable).While applying the contractor should enter the particulars of the payment like Number of the DD, Date, Amount and the Name of the Bank. If the contractor requested through e-tendering, the original DD should be submitted at any one of the following offices on  25-06-09 and also in the office of the Executive Engineer, K.N.N.L.,         No.5 U.T.P. Division, Honnali, from 25-06-09 to 06-07-09  during office hours along with a letter specifically mentioning the name of work.

a.   Registered Office, Karnataka Neeravari Nigam Limited, 4th floor, Coffee Board Building, No.1, Dr. B.R.Ambedkar Veedhi Bangalore.-560 001.

b.  Central Office, Karnataka Neravari Nigam Limited, WALMI Building, Dharwad.                                                              

       c.  Office of the Engineer-in- Chief, KNNL, U.T.P. Zone, Shimoga.       

3..   The blank tender and pre qualification will be issued manually on 08-07-09 in the   above mentioned  offices and also in the office of the Executive Engineer, K.N.N.L., No.5  U.T.P. Division,  Honnali and through K.N.N.L. website on 08-07-09  
 
4.   The contractors can have access to tender form (tender document) from 08-07-09 to 10-7-2009 upto 4.00 PM.

5.    Date for submission of completed e-tender document is 10-07-09 up to 4.00 PM. and  manual  tender  shall be submitted in the above mentioned offices on 10-07-09  up to 4:00 P.M

6.  The pre qualification document  in respect of works under sl.no. 13 to 19  and the completed tender document in respect of works under sl.no. 1 to 12  will be opened in the office of the Managing Director, KNNL, 4th  Floor, Coffee  Board Building, No.1, Dr.B.R.Ambedkar  Veedhi, Bangalore on 14-07-09  at 11 AM OR  other convenient date, which  will be informed. The financial bids of qualified bidders in respect of works at sl.no. 13 to 19 will be opened  subsequently under intimation to the pre qualified bidders separately.

 7.   EMD should be in the form of DD or Bank Guarantee of a Nationalised or Scheduled Bank drawn in favour of the Executive Engineer, KNNL, No.5 U.T.P.Division, Honnali payable at  Honnali. Tenders received without valid EMD will be rejected. The validity of EMD shall be for a period of 180 (one hundred eighty) days from the date of opening of tender and shall be  submitted  along with pre qualification/tender document in manual tender system.

8.   The contractor will obtain tender documents from website, fill them and submit the completed  tender document into electronic tender box on the website itself. The EMD shall be scanned  and attached to the e- pre qualification/tender document and original EMD document shall be  submitted in person to the Executive Engineer, KNNL, No.5 U.T.P. Division, Honnali  before opening of the  tender i.e., before  13-07-09 during working hours OR at the office of the  Managing Director, KNNL, Bangalore on 14-07-09 before 10.30 A.M.

9. The following certificates shall be scanned and attached to the e- pre qualification/tender  document OR copies  shall be submitted along with pre qualification/tender document by     manual system.

         a)  Contractors enrollment letter under KNNL / Contractors registration certificate in KPWD
         b)  Employees Provident Fund (EPF) registration certificate
         c)  Karnataka Sales Tax clearance certificate
         All the above original certificates shall be produced at the time of opening of tenders for
         verification.

10.      Pre qualification conditions (For works of Sl. No. 13 to 19)

1. The intending bidders should be  enrolled under KNNL in the category –III and above OR registered their names in KPWD class-I as mentioned in column 6. Enrolment letter OR registration certificate should be furnished.

2. The class-I contractor who have not enrolled in KNNL the following pre qualification condition should be satisfied.

3. The contractor should have executed at least one single work of similar nature  ( Canal/Distributories/Minors/Laterals/FIC ) costing not less than 80%.of the amount put to tender and completed satisfactorily.  They should submit work done certificate from an officer of Government department or Government undertakings not below the rank of Executive Engineer or equivalent post.  The certificate should contain details of work such as, name of work, estimated cost, tendered amount, tender period, actual period of completion etc.

ii) The contractor should have minimum annual turn over of  200% of the amount put to tender in  at least two financial years during the last five years.

iii) The contractor should have the ownership of at least 50% of the following machineries/  equipments and 50% can be deployed on lease or hire basis for which relevant documents (Commitment agreement) should be furnished.

I)  Excavator of less than 0.90 cum capacity                                            2 No.s
II)  Tippers of not less than 4Cum capacity-                                             2 No.s
III)  Concrete mixture of not less than 7 Cft. capacity with hopper-         2 No.s
IV) Water Tanker -                                                                                    1 No
V)   All other materials required for the construction of work such as   vibrator, centering  materials, form work, etc
            
All the above original certificates/documents shall be produced at the time of opening of 

 

General Note : (for all works) 

1.   Any documents submitted through post / courier is at the risk of contractor ( i.e., KNNL is not  responsible for postal delay)

2.  The contractor should attach his / her scanned signature to the schedule -‘B’ before submitting.

3.   If any of the dates mentioned above happens to be a general holiday, the next working day  will hold good.  

4.   Sealed cover should be super scribed with the name of work, tender notification number and  date.

5. The contractor should note their recent correct postal address and also phone / cell phone  numbers in the application form and declaration form.

6. Incomplete tender document will be rejected.

7. All materials like Steel, Cement, blasting materials should be procured by the contractor only.

10. Conditional tenders are liable to  be rejected.  The officer competent to accept the tender shall  have the right to reject any or all the tenders without assigning any reason whatsoever.

11. Corrigendum will be published in the website for all modification /corrections if any.

12.The intending contractors should note that, if any of the lands (either in part / parts or in whole)  required for the work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of work at no extra cost to the Nigam and no claims whatsoever relating to non-availability of land would be entertained.

13.. Total cost of work on hand in KNNL with one contractor should not exceed Rs.20.00 crores (Rupees Twenty Crores) excluding cost of any major works like dam, barrage, lift irrigation, gates, etc.

14. Bidders for the works who have already executed the works and / or who are executing the works under K.N.N.L., should enclose performance certificates  from the concerned Executive Engineerfor having satisfactorily executed / or satisfactorily executing the works undertaken by them  under K.N.N.L., such tenders received with out performance certificates or with unsatisfactoryperformance are liable for rejection.
