PRE-QUALIFICATION - CUM -TENDER NOTIFICATION

(Manual / E- tendering)

            Sealed percentage tenders are invited in the prescribed forms in duplicate in three cover system and the first cover shall contain the EMD and the pre- qualification requirements. The second cover should cover the  technical bid and the third cover shall contain the  financial bid. These shall be put in a single cover through manual/electronic tendering system by the  undersigned on behalf of Managing Director, KNNL, 4th Floor, Coffee Board Building, No.1, Dr. B.R. Ambedkar Veedhi, Bangalore – 560 001 from the eligible bidders/ agencies who fulfill the eligibility criteria as under for the below mentioned work.

Those who are interesting to participate in e-tendering  system, this facility is available through www.knnlindia.com. The e-tenderers should submit the applications by linking to www.knnlindia.com at KNNL Bangalore.For more information regarding e-tendering please contact at KNNL Registered Office, Bangalore.

1. Date of Application for blank tender documents will be received along with demand draft for Rs. 2.20Lakhs  (DD of EMD cost shall be enclosed of any Scheduled / Nationalised Bank  ( non- refundable) At the Office of Executive Engineer, S.L.I.S. No.2  Division, KNNL, Huvinahadagali   from Date : 01.07.2009 to 04.07.2009  upto  5.30 PM.   The notified offices are

a)  Office of the  SLIS  No-2 Division, KNNL, Huvinahadagali.

b) Office of the Managing  Director, KNNL, Coffee Board  Building, 4th   Floor, Dr.  B.R Ambedkar Veedi,  Bangalore

c) Office of the Chief Administrative  Officer, KNNL, walmi building Dharawad .

d)  Office of the Chief Engineer ,ICZ, Munirabad.

2. e-tenderer shall submit the original DD for blank tender documents at the above notified Offices on 04.07.2009   in Office hours.

3. Date of Issuing blank tender documents:

a.  At the Office of Executive Engineer, S.L.I.S. No.2  Division, KNNL,  Huvinahadagali from Date : 27.07.2009  to  28.07.2009  upto  4.30 PM .

4. Date of Receiving completed sealed tender documents :

a.  At the Office of Executive Engineer, S.L.I.S. No.2  Division, KNNL, Huvinahadagali from Date :   30.07.2009  to  31.07.2009  upto  5.30 PM .

b. At the above Notified Offices on  31.07.2009  upto  4.30 PM.

5. Date of Opening of Sealed tenders (First cover ) on 03.08.2009 at 11.30 AM in the Office of the Managing Director, Karnataka Neeravari Nigam Niyamith, Regd. Office, 4th floor, coffee board building, Dr. B.R.Ambedkar Veedhi, Bangalore-01.

6. e- tenderer shall submitt the original DD of  EMD cost before half an hour of the opening of tenders on 03.08.2009 to the Executive Engineer, S.L.I.S. No.2  Division, in the Regd. office Karnataka Neeravari Nigam Niyamith,  Bangalore-01.

Terms and conditions:

           
1.   The bid documents shall be submitted in two parts in two sealed covers with super scribing    Pre-Qualification cover , Technical bid and Financial bid in second cover on separate covers enclosed in the another  cover and sealed    with specifying  the name of work and with full postal address of the bidder and addressing to the  undersigned.

2.   The cost of blank tender documents shall be submitted in the form of DD/ Bankers cheque of Nationlised/ scheduled bank drawn in favour of ‘Karnataka Neeravari Nigam Limited payable at  Huvianhadagali.(Not refundable)

3. While applying, the contractor should clearly specify the office from where he wishes    to collect the blank tender documents.

4. EMD shall be furnished in the form of demand draft /bankers cheque / Bank     guarantee    of any Scheduled/ Nationalised  Bank drawn in favour of Karnataka Neeravari Nigam    Limited, and payable    at  Huvinahadagali along with the application for blank tender   forms .

5. Any tenderer participating, shall completed costing  75% of such tender work in any one year of the   Continuing last three financial years (2006-2009). OR The tenderer in the current financial year shall    completed costing  75% of such tender work if submitted the bills, the amount will be considered for  the eligibility for this tender work. A certificate by the competent authority shall be submitted along   with the relevant  documents.

6. If bidders finds disqualified, either while tender process  or  till assigning the agreement, such     bidders should be dropped, without any prior intimation.

7. The Bidders shall submitt  certificate, registered under Karnataka sales tax Act 1957and Karnataka    VAT registration certificate and shall submit as such the attested copies of renewal certificates while   submitting the application  for the blank tender documents.

   8. The intending bidders can submit the application for blank tender documents through post/courier. The  blank tender documents will also be send through post/courier.The completed tender  documents can   also be submitted by post/courier.Provided that the KNNL shall not be responsible    for any postal or  courier delays and accidental opening of the covers.The intending bidders shall be  Rs. 300.00 towards   postal charges in the form of demand draft / Bank Guarantee of a Nationalised   or Scheduled Bank   drawn in favour of Karnataka Neeravari Nigam Limited, payable at  Huvinahadagali. It should be submitted along with application for request of blank tender documents.

The validity of the DD of EMD  shall be of 180 days.

9. The total cost of work on hand in KNNL with one bidder should not exceed Rs. 20.00 crores excluding   the cost of any major works like Dam, Barrage, Lift Irrigation and  Gates. Such bidders shall not   participate in this tender work.

10. The contractor should have the ownership of at least the following machineries and  equipments
            a. Excavator of not less than 0.90 cum capacity                                  2 nos.
            b. Tippers of not less than 4.00 cum capacity                                      4 nos.
            c. Concrete mixer of not less than 7.00 cft capacity with hopper         2 nos.
            d. All other materials required for the construction of canal work such as water
                tanker, vibrator,   centring materials, frame work etc.,

11. Tendering by a joint venture of contractor is permissible subject to the following conditions:

a. The joint venture shall have been formed prior to the tendering and the blank  tender form shall  have been applied for and purchased and by the joint venture it  self.

b. Every partner of the joint venture shall have been enrolled in the KNNL’s select list of the   contractors.

c. The principal partner of the joint venture, duly authorized with a legally binding power of     attorney to apply for the tender for, and to sign the tender on behalf of joint venture, shall  have been  enrolled in the enrollment category eligible for tendering.

d. The contractor is not eligible to participate as partner of more than one joint venture.

12. The e- tenderer  shall scan his signature on each and every page of the tender document.                                                     

13. The intending bidders shall submit along with the technical bid the details of company/agency profile    along with relevant documents.

14. The intending bidders as well the e- tenderer shall submit the  following attested copies of certificates.

            a. contractors enrollment letter under KNNL/Registration certification from KPWD.
            b. Latest income tax clearance certificate.
            c. Karnataka sales tax (KST) certificate.
            d. Employees provident fund (EPF) Registration certificate.

The above original certificates shall be submitted while opening  of the tender.

15.  All the documents and the certificates shall attested not below the rank of district level officer,   submitted along with the technical bid. Otherwise the bid will be disqualified.

16. If any of the above dates happens to be general holiday, next working day will be holds good.

17. Further information may be had from the office of the undersigned, during office hours.

18. Conditional tenders are liable to be rejected. Accepting authority shall have right to reject any or all      the tenders without assigning   any reasons.

19. EMD will be released only after the completion of entire tender process for the unsuccessful tenderer.
