SHORT TERM PRE-QUALIFICATION CUM TENDER NOTIFICATION
(MANNUAL  /ELECTRONIC TENDERING  SYSTEM)

            Sealed percentage tenders by manual or Electronic Tender (e-tenders) in the prescribed form are invited by the undersigned on behalf of Managing Director, Karnataka Neeravari Nigam Limited, Bangalore from the contractors enrolled in the selected list of contractors of KNNL under Category –II & III under prequalification cum tender (two cover system) for the works mentioned below.

            The blank tender documents can be obtained through website www.knnlindia.com and by linking to e-tender (i.e., once you are in the above website, click on e-tender wizard, which will link to www.tenderwizard.com where electronic tendering is provide) and can be submitted through electronic tender box available therein OR the blank tender documents can be obtained and submitted manually in the offices mentioned in note 06.

Details of works are as hereunder;

Even though, the stipulated period for completion is 9 months, the actual working period will be approximately 120 days (from 01.11.2009 to 31.12.2009 and from 01.05.2010 to 30.06.2010)  During the remaining period the canal will be utilised for irrigation purpose and will not be available for work. This idle period should be utilised by the contractor for mobilisation of men, machinery and materials or for the actualwork if possible during on and off system.
Pre qualification conditions:

1. Agency should have executed atleast a single similar work costing not less than Rs. 3.00 crores in the last five years reckoned back from 2008-09 (addition of waightage of 10% per year will be given to bring the value of work to 2008-09 price level)

Works of similar nature includes canal lining with CD works.
2. The agency should have achieved in any one financial year during the last 5 years reckoned back from 2008-09, a minimum annual financial turnover of Rs. 10.00 crores (additional weightage for 10% per year will be given to bring it to 2008-09)
Note:

1. Only the financial bid documents of the bidders who are pre qualified by the undersigned will be opened for the further tender process.
2. The tenders will be received in two sealed covers.  The sealed cover-1 shall contain the pre-qualification data and related documents to be submitted by the contractor. The sealed cover –2 shall contain the financial bid documents submitted by the contractor.
3. The intended bidder should submit application for blank tender documents along with following in case of manual tendering;
1. The requisite EMD;
2. The pre-qualification data and related documents duly self attested by the contractor. The documents without self attestation by the contractor will not be considered for prequalification and also the cost of blank tender paper.
4. In case of e-tendering the aforesaid documents should be scanned and attached to the e-application.  However the original EMD, and original DD or BC towards blank tender cost and hard copies of the pre-qualification data and related documents should be submitted to the undersigned at the place and on or before the time specified.

                  The cut off dates of various activities of tender process are as follows;

5.         The contractor can request for blank tender document in the KNNL website www.knnlindia.com link e-tender or in the offices mentioned in note 6 (for manual tendering) on payments of Rs.28,125.00 towards the cost of blank tender documents, and EMD on the dates mentioned above.  The cost of form shall be paid in the form of Demand Draft (DD) or Bankers Cheque of a Nationalized Bank/ Scheduled Bank drawn in favour of "Executive Engineer, KNNL, No.4, BRLBC Division, Bhadravathi" payable at Bhadravathi (Non-refundable).
         
   If the contractor options for e-tendering he should enter the particulars like EMD details, Demand Draft No., Date, amount and name of the bank in the website and the original EMD, DD or BC should be submitted in the Office of the Executive Engineer, KNNL, No.4, BRLBC Division, Bhadravathi on above mentioned date. Change in option from manual to e-tendering and vice-versa will not be permitted under any circumstances.


6.         In the following offices receipt for application, issue of blank tenders and completed tender documents will be received on respective dates mentioned above.
i)          Registered office, Karnataka Neeravari Nigam Limited,  4th Floor, Coffee Board, Building , Dr.B.R.             Ambedkar Veedhi, Bangalore - 560 001.
ii)         Central Office, KNNL, WALMI Building , Dharwad.
iii)         Chief Engineer, KNNL, UTP Zone, Shimoga
iv)        Executive Engineer, KNNL, No.4, BRLBC Division, Bhadravathi

7.         EMD should be in the form of DD or Bank Guarantee of a Nationalized or Scheduled Bank drawn in favour of the Executive Engineer, KNNL, No.4, BRLBC Division, Bhadravathi payable at Bhadravathi. Tenders received without valid EMD and without requisite validity for the EMD will be rejected. The validity of EMD shall be for a period 180 (one hundred eighty) days from the date of opening of tender and EMD shall be submitted along with application.

8.         The contractor shall obtain blank tender documents from website and submit the completed tender document into electronic tender box on the website itself.  The EMD shall be scanned and attached to the e-tendered document and original EMD shall be submitted in person to the Executive Engineer, KNNL, No.4, BRLBC Division, Bhadravathi on above mentioned date at  the time of  opening of cover-I

9.         Conditional bids including bids with stipulation for settlement disputes by reference to arbitration will be rejected.

10.       Any documents submitted through post/courier is at the risk of contractor and KNNL is not responsible for any delay in submission of tender booklets.

11.       The Executive Engineer incharge of work has the right to reject any or all the tenders without assigning any reason there off.

12.       If any of the dates mentioned above happens to be general holidays, the next working day will holds good.

13.       The  intending contractors should note that, if any of the lands (either in part/parts or in whole) required for the work is not yet acquired by the Nigama, it shall be the responsibility of the contractor to take possession of such land start the work by consent of the owners before commencement of work at no extra cost to the Nigama and no claims whatsoever relating to non-availability  of land  would be entertained.
