SHORT TERM TENDER NOTIFICATION
(e-Tendering cum manual tendering)

      Name of work: Construction of syphon for negotiating deep valley from tail end of Rajawala branch canal to the 2nd lift Jack well cum pump house on right bank of SLIS.

         Sealed manual (Conventional) and electronic tenders in two cover system are invited on percentage basis on behalf of the Managing Director, KNNL, Bangalore, by the Executive Engineer, KNNL, SLIS Division No.2 Huvinahadagali, Bellary District., from the enlisted pre qualified Category-II contractors under KNNL and above, who satisfy the pre-qualification conditions for taking up such nature of Irrigation works (for civil works).

             The tenders are invited through manual tender and e-tendering in order to enhance the transparency in tendering process as per Water Resources Department, Government of Karnataka circular dated 12.02.2004.

1.  Two cover system of tendering consisting of Envelope-I and Envelope-II will be followed The Envelop-I shall contain the following documents.

1. The certificate of registration issued by the State/Centre/Public sector organization.
2. The requisite Earnest money deposit (EMD) in original
3. Latest copy of VAT Registration certificate.
4. Latest copy of the Income tax clearance certificate.
5. Employees provident fund (EPF) registration certificate.

In respect of contractors who are not registered with the EPF authorities, the contractors should produce an undertaking that he/she shall, within 7 days of the close every month submit to the Executive Engineer the statement showing the recoveries of contribution in respect of employees by or though him and shall also furnish such information required to   be furnished by the Executive Engineer to the Commissioner E.P.F under the provisions of the scheme.

1. Documents for pre qualification requirements- Technical bid
2. List of men and machinery, available with him/her for taking up the work.

2. Envelope-II shall contain Financial bid. Both Envelope-I & Envelope-II shall be put in a single cover duly sealed & submitted. First the pre-qualification requirements will be checked by opening the Envelope-I .The Technical bid in the Envelope-I and financial bid in the Envelope-II of such bidders who pre qualify will be opened. After the evaluation of technical bid is completed, the financial bids will be opened and further process of approval of the tender will be taken up.

3. The Details of work put to tender is as following.

1. MANUAL TENDERING.

        The aspiring bidders may:
i)    Submit their application for blank tender documents, receive blank tender documents, and submit the duly sealed tenders at any of the following places on notified dates.

1. The cost of blank tender documents per set per package including all taxes is Rs. 26.000/- (Rupees Twenty Six Thousand only). It is not refundable and shall  be in the from of “DD” (Demand Draft) or “BC” (Bankers Cheque) drawn in favour of Executive Engineer, SLIS Division No. 2, KNNL, Huvinahadagali, Payable at Huvinahadagali and shall be attached with the application for the blank tender form. The bidders should mention in their application the place from where they wish to receive the blank tender documents and place where they wish to submit the sealed tenders.
2.  “EMD” shall be furnished in the form of Demand Draft or Banker’s Cheque drawn in favour of the Executive Engineer, S.L.I.S Division No. 2, KNNL, Huvinahadagali, Payable at Huvinahadagali, or Bank guarantee of any Nationalized or Scheduled Bank. The validity of EMD shall be for a period of 180 days from the date of opening of tender, (it should be in the format enclosed to tender booklet). Tenders received without valid EMD shall be rejected.

e-Tendering

In addition to the normal tendering procedure in order to enhance transparency through automation in the tendering process, KNNL has introduced electronic tendering process for e-Tendering.

1. The blank tender documents can be obtained through web site www.knnlindia.com and by linking to e-tender (i.e., once you are in the web site click on e-tendering wizard which will link www.knnlindia.com where e-tendering is provided) and can be submitted through electronic tender box available therein also.
2. The contractors can request for e-tendering documents up to 6/11/2009 in the KNNL     website www.knnlindia.com link e-tender document on payment (not refundable) of Rs.26,000/- (Rupees Twenty Six Thousand only) towards the cost of e-tendering document including all taxes. While applying the contractor should enter the particulars of payment like D.D. number, Date, Amount and Name of the Bank. Contractors who are applying through e-tender should submit D.D. at office of the Executive Engineer, KNNL, No.2 S.L.I.S Division, Huvinahadagali on or before 20/11/2009.
3. Eligibility confirmation for contractors who have responded for pre-qualification conditions will be intimated.
4. The aspiring contractors who have not previously obtained the user ID and password for participating in e-tendering in KNNL may now obtain the same by requesting in writing to the MD, KNNL, Regd. Office, Bangalore office.
5. The amount of Rs.26,000/- (Rupees Twenty Six Thousand only) shall be paid in the form of Demand Draft (D.D) or banker’s cheque of a Nationalized / Scheduled Bank drawn in the favour of the Executive Engineer, KNNL, SLIS Division, No.2, Huvinahadagali payable at Huvinahadagali (not refundable) when the requisition for the blank tender documents is given by the tenderer.
6. In case of e-tendering the necessary certificates shall be scanned and attached to the e-tender document. The original certificates shall be produced at the time of opening of tenders (Envelop-I) for verification.

   MODE OF PAYMENT
                 
               The payment is by  Demand Draft (D.D) or banker’s Cheque of a Nationalized / Scheduled Bank drawn in the favour of the Executive Engineer, KNNL, SLIS Division, No.2, Huvinahadagali payable at Huvinahadagali (not refundable). The DD shall be submitted in any one of the following Offices on notified dates.

              a) Office of the Managing director, Karnataka Neeravari Nigam Niyamith, Regd. Office  4th             Floor, Coffee board building, Dr.B.R.Ambedkar Veedhi, Bangalore-01.    
              b) Office of the Chief Administrative Officer,  KNNL, WALMI building, Belur, Belgaum Road, Dharwad.
              c) Office of the Chief Engineer, Irrigation Central Zone.
              d) Office of Executive Engineer, SLIS No.2 Division, KNNL.

Dates/cut off date for the tender process:-

 PRE-QUALIFICATION CONDITIONS

1. The intending bidder should furnish the Certificate of Registration issued by State/Center/ Public sector Organization.

1. The intending bidder/firm/company should have satisfactorily completed at least one similar type of work costing not less than 80% of the amount put to tender.(Certificates should be obtained from the officer not below the rank of Executive Engineer-Additional weightage will be given for turn over to bring it to 2009-10 level). Similar type of works includes Dams, Barrages, Canal works like Tunnel, Aqueduct, Bridges on Rivers.

iii) The bidder should have an annual financial turnover of minimum of two times the amount put to tender in any two financial years during the last five years. Audited balance sheet certified by the Charted Accountant should be enclosed (Additional Weightage will be given for turn over to bring it to 2009-10 level).
              
iv) The intending bidder/firm/company should furnish list of manpower, machinery available with them for taking up the work.

1. NOTES

1. The intending bidders are advised to visit the site of work site before submission of the tenders.
2. The successful bidder should produce an additional performance bank guarantee for the difference amount below 25% if the quoted Rates are below 25% of the estimated rates, before executing agreement with KNNL.

The following Certificates shall be scanned and attached to e-tender document.

1. Contractors enrolment letter
2. Employment Provident Fund (EPF) Registration Certificate.
3. Latest Income tax clearance Certificate.
4. Karnataka sales tax clearance Certificate.

1. Original of all above documents shall be produced at the time of opening of tenders for verification otherwise the tender will be rejected.
2. Any document submitted through post/courier is at the risk of the contractor and KNNL will not be responsible for postal delay.
3. The contractor should attach his/her scanned signature to the schedule –B before submitting.
4. If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

viii) Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any of all the tenders without assigning any reason whatsoever.
      ix) Corrigendum will be published in the website/ news papers for all modifications or corrections       if any.

1. The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigama, it shall be the responsibility of the bidder to take possession of such land and stat the by consent of land owners before commencement of work at no extra cost to the Nigama and no claim whatsoever relating to non availability of land would be entertained.
2. The completed tender bids should be submitted in separate sealed cover. The cover should be super scribed with name of work, tender notification no and date.
3.    The contractor should mention their recent correct postal address in declaration forms.
4. Incomplete tender documents will be rejected.
5. All materials like steel, cement etc required for the above work should be procured by the contractor only. No departmental supply of any materials shall be made by KNNL.
6.   All the necessary documents should be attested.
7. The contractors/Firm shall send the authorization letter for their representatives duly attesting their signature.
