INVITATION FOR TENDERS (KW-4)
(Manual cum e - Tendering)

1.         The Executive Engineer, KNNL, No.5 Bhadra Canal Division, Davangere on behalf of Managing Director, KNNL, Bangalore , invites tenders from eligible tenderers, for the construction of works detailed in the Table below , through Manual cum e - Tendering.  The tenderers may submit tenders for any or all of the works given in the Table.

             Two Cover Tender procedure as per Rule28 of the KTPP Act shall be followed. The Tenders are required to submit two separate sealed covers, one containing the Earnest money deposit and the details of their capability to undertake the tender (as detailed in ITT Clause 3 and 6 of KW-4 ), which will be opened first and the second cover containing the price tender which will be opened only if the Tenderer is found to be qualified to execute the tendered works. The Tenderers are advised to note the minimum qualification criteria specified in Clause 3 of the Instructions to Tenderers to qualify for award of the contract.

2.         For Manual Tendering : Tender documents may be purchased from the office of Executive Engineer, KNNL, No.5 Bhadra Canal Division, Davangere for a  non- refundable fee (for two sets) as indicated in the Table below, in the form of Demand Draft / Pay Order on any Nationalized/ Scheduled bank payable at.State Bank of Mysore Davangere in favour of Executive Engineer, KNNL, No.5 Bhadra Canal Division, Davangere..Interested tenderers may obtain further information at the same address.

3.         For e - Tendering : The Blank Tender documents can be obtained through website www.knnlindia.com  by linking to e-Tender and can be submitted through electronic tender box available there in. Tender document can be obtained on payment of Rs. 26000/-  towards  cost  of
e -tendering document. While applying the contractor should enter the particulars of payment like D.D No. , Date, Amount & Name of the Bank.

4.         i) Tenders must be accompanied by earnest money deposit specified for the work in the Table below. Earnest money deposit will have to be in any one of the forms as specified in the Tender document and shall have to be valid for 180 days from the date of opening of technical cover.
ii) For e – Tendering the EMD and all the necessary certificates shall be scanned and attached to the e - Tender document & original EMD and all the original certificates shall be submitted in person to Executive Engineer, KNNL, No.5 Bhadra Canal Division, Davangere , before opening of Tender.
iii) The contractor should attach his / her scanned signature to the schedule – B before submitting.
iv) The intending tenderer should clearly mention in their application for blank tender document, whether they want to submit their completed tender by manual or through e – tender.

5.         Calender of events :
1. Last date for receipt of application for blank tender
    documents both manual & e- tender                                  : 26.12.2009 upto 5.30 pm
            2. Last date for submission of DD for blank tender
    documents by e – tenderer at division office                     : 30.12.2009 upto 5.30 pm
3. Last date for issue of blank tender documents                  : 31.12.2009 upto 5.30 pm
            4. Last date for receipt of completed tender documents       : 02.01.2010 upto 4.00 pm
            5. Date of opening of Technical bid                                        : 04.01.2010
            6. Date of opening of Financial bid                                         : 14.01.2010
           
If any of the dates mentioned above happens to be a general holiday, the next working days will hold good in lieu of such dates.

ELIGIBILITY CRITERIA:

             To qualify for award of this contract, each Tenderer in his name should have in the last five years period.
(a)        achieved in at least two financial years a minimum financial turnover (in all classes of civil engineering construction works only) of not less than two times the estimated  cost. (Financial turn over of previous years shall be given a weight of 10% per year to bring them to the price lavel of the current year).

(b)        satisfactory completed (atleast 90% of the contract value) as a prime contractor, atleast one similar work to an extent of 80% of the cost of the work. (The value of completed works shall be given a weight of 10% per year to bring them to the price lavel of the current year).

(c)        executed in any one year, the following minimum quantities of work:

           (d)       The Tenderer or his identified sub-contractor should possess required valid electrical license for executing building electrification works and should have executed similar electrical works totaling not less than 50% of the electrical works in any one year

 (e)       The Tenderer or his identified sub-contractor should possess valid license for executing water supply/sanitary engineering works and should have executed similar water supply/sanitary engineering works totaling not less than 50% of the water supply/sanitary engineering works in any one year
           
 (g)      Each Tenderer should further demonstrate, availability by  owning  at least 50% of    
           the  required/specified key and critical  equipment for this work and the    remaining      
           50%  can  be  deployed  on   lease/hire basis for  all works  provided  the   relevant
           documents (commitment agreement etc.,) for availability for this work are furnished.

     GENERAL CONDITIONS

  1. The intending tenderers are advised to visit the site of work before submitting their tenders.
  2. Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

3.    As per the Karnataka Building & Other Construction Workers Welfare Cess  Act 1996, 1% of   
      the amount of cost approved will be deducted.
4.   Typographical errors, if any will not be ground for any claims by the Contractor.
5.    Latest copy of Income tax clearance certificate should be submitted along with technical bid.
6.   The intending tenderers should submit along with their application for blank tender documents    
       the fallowing certificates,
        i) Contractors license duly renewed.
        ii) PAN,TIN and VAT registration certificates
        iii) EPF registration certificate.
        iv) Residential certificate duly attested.
