SHORT TERM TENDER NOTIFICATION
(Manual cum Electronic Tendering System)

Sealed percentage tenders in duplicate super-scribed with name of work both for manual and E-Tendering are invited by the undersigned on behalf of the Managing Director, Karnataka Neeravari Nigam Limited, Bangalore from the Class - I Contractors Registered in PWD/BWSSB/KUWS&DB/NH/NHAI/KNNL/any other Public sector undertaking companies for the work of Construction of inter connecting canal from Kalasa reservoir to Malaprabha river from ch(-) 145 to 5005 m  ( Phase II Balance work- Construction of 2 vent box at Ch: 1920 to 2070 by BOX PUSHING TECHNIQUE ). The contractors are expected to apply in TWO COVER SYSTEM consisting of Technical Bid (Cover No. I) and Financial Bid (Cover No. II).While applying for the tender the contractor shall invariably mention his option regarding submission of tender by manual or by E-Tendering.

     The blank tender documents can be obtained through website www.knnlindia.com and by linking e-tender and further detail information can be collected.

  1. Prequalificaiton Conditions:
  2. The bidder should be a Class – I- Contractors Registered in PWD/BWSSB/KUWS & DB /NH/NHAI/KNNL/any other public sector undertaking companies
  3. The bidder should have experience in preparing designs for casting bed, thrust bed and a 2-Vent Box appropriate to the site conditions.  The bidder should have carried out such similar work of not less than 100 mtrs of box pushing.
  4. The bidder shall own the following machineries / equipments and be able to mobilize at site within week’s time after issue of work order.
  5. Power packs 3 nos. of capacity : a) pressure 400 Kg / sqcm  
    b) Tank capacity 200ltrs
    Cylinders 160 Nos. of size 300/150/ each designed for 400 Kg/sqcm
    Batching Plant etc.
  6. The bidder should enclose certificate issued by an officer not below the rank of EE.
  7. The annual turn over of the agency in any two financial years during the last 5 years should not be less than 15.00 Crores.
  8. Bidders for the work who have already executed the work and / or who are executing the works under PWD/BWSSB/KUWS&DB/NH/NHAI/Karnataka Neeravari Nigam Limited/any other public sector undertaking should enclose performance certificates from the concerned Executive Engineer for having satisfactorily executed / or satisfactorily executing the works undertaken by them. Such tenders received without performance certificates or with unsatisfactory performance are liable for rejection” .
  9. The successful bidder should carry out soil investigation for designing of the thrust bed, casting bed and the two-vent boxes and shall get the approval from the competent authority. Further, the contractor shall also submit the methodology he plans to adopt along with the necessary machinery and equipments and get the approval from the competent authority.
  10. The successful bidder should produce an additional performance bank guarantee for the difference amount below 25% if the quoted rates are below 75% of the estimated rates before executing the agreement with KNNL.

 

  1. Two cover system of tendering consisting of Cover No. I and Cover No. II will be followed. The Cover No.  I shall contain the following documents:
    1. Class – I- Contractor Registration Certificate in PWD/BWSSB/KUWSS & DB/ enrolled selected list of Contractors of KNNL.
    2. Income Tax PAN Certificates.
    3. Latest copy of VAT Registration Certificate.
    4. Employee Provident Fund (EPF) Registration Certificate.
    5. The requisite Earnest Money Deposit (EMD) in original.
    6. Documents required for pre-qualification requirements.
    7. List of the machineries owned.
    8. All the above certificates shall be scanned and attached to e-Tender document and also should be enclosed in the Technical Bid.
  2. Cover No. II shall contain Financial Bid.  Both the covers shall be put in a single cover duly sealed and submitted.  First the pre-qualification requirements should be checked by opening the Cover No.1. After evaluation of Technical Bid is completed, the financial bids which qualify technically shall only be opened.

 

  1. All the above original certificates shall be produced at the time of opening of Bid for verification.
  1. Contractors can request for blank tender document on 28.01.2010 upto 5.30 PM in the KNNL website www.knnlindia.com link E-tender in the offices mentioned in Note (13) (for manual tendering) on payment towards the cost of blank tender document. This cost shall be paid in the form of Demand Draft (DD) or Banker’s Cheque of a Nationalized Bank / Schedule Bank drawn in favor of Karnataka Neeravari Nigam Ltd., payable at Khanapur (non-refundable).

 

If the contactor options for E-Tendering, he should enter the particulars like Demand Draft, No. Date, Amount & Name of Bank in the website and also original DD should submitted at KNNL Kalasa Project Division, Khanapur on or before 29.01.2010 along with a letter specifically mentioning the name of work.

  1. The blank tender documents and also E-Tender documents E-mode will be issued only for those contractors who are eligible in technical bid on 01.02.2010 upto 4.00 PM in the below mentioned offices (Note 13).

 

  1. However, on the receipt of the application along with DD blank tender document will be issued in the office of the undersigned upto 04.02.2010.
  1. Date of submission of completed E-tender document and also for manual tendering is on 05.02.2010 upto 4.00 PM in the below mentioned offices (Note 13). 

 

  1. Opening of the Technical bids will be at 11:30 AM and opening of the Financial Bids at 3:30 PM on 06.02.2010 at the office of the Managing Director, KNNL, Coffee Board Building, Bangalore.
  1. EMD should be in the form of DD or Bank Guarantee of a Nationalized or scheduled Bank drawn in favor of Executive Engineer, KNNL, Kalasa Project Division, Khanapur. The contractor opting for e-tendering, the EMD shall be scanned and attached to the e-tender document and original EMD shall be submitted in person to the Executive Engineer, KNNL, Kalasa Project Division, Khanapur on or before 06.02.2010 upto 11.30 AM at registered office KNNL Coffee Board Building, Bangalore . Tenders received without valid EMD shall be rejected. The validity of EMD shall be for a period of 180 (One Hundred Eighty) days from the date of opening of tenders and shall be submitted along with tenders. (Should be enclosed to the technical bid).

 

  1. The receipt of application, issue of blank tender documents and receipt of the completed tender documents will be at any of the following offices.

  2. Office of the Superintending Engineer, KNNL, MLBC Circle, Naveeltheerth.
  3. Office of the Chief Engineer, KNNL, Malaprabha Project Zone, Dharawad.

  1. Any documents submitted through post / courier is at the risk of contractor (i.e., KNNL is not responsible for postal delay).

 

  1. Corrigendum will be published in the website for all modifications / corrections if any.
  1. The Contractor should attach his / her scanned signature to the Schedule B before submitting, if contractor opts for e-tendering.

 

  1. The intending contractors should note that, if any of the lands (either in part / parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of work at no extra cost to the Nigam and no claims whatsoever relating to non-availability of land would be entertained.
  1. If any of the dates mentioned above happens to be a general holiday, the next working day will hold good.

 

  1. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

  1. The bidder should note that this work is located in remote place at Kanakumbi village Khanapur taluk, Belgum district which is in heavy rainfall area. The box pushing should be done at an average depth of 24 mtr. below the general ground level. The nature of soil is slushy.
