TENDER NOTIFICATION
(e-Tendering cum Manual tendering)

     
                            Sealed manual (Conventional) and electronic tenders in two cover system are invited on percentage basis on behalf of the Managing Director, KNNL, Bangalore, by the Executive Engineer, KNNL, SLIS Division No.2, Huvinahadagali, Bellary District, from the enlisted pre qualified Category-I Contractors under KNNL who fulfill the pre-qualification conditions for taking up of Canal works.

                         The tenders are invited through manual tender and e-tendering in order to enhance the transparency in tendering process as per Water Resources Department, Government of Karnataka circular dated 12.02.2004.

Two cover system of tendering consisting of Envelope-I and Envelope-II will be followed.

1.  The Envelop-I (Technical Bid) shall contain the following documents.

1. The certificate of registration issued by the State/Centre/Public sector organization.
2. The requisite Earnest money deposit (EMD) in original.
3. Latest copy of VAT Registration certificate.
4. Latest copy of the Income tax clearance certificate.
5. Employees provident fund (EPF) registration certificate.
6. Documents for Pre-qualification requirements.
7. List of men and machinery, available with him/her for taking up the work.

2. Envelope-II shall contain financial bid.

Both Envelope-I & Envelope-II shall be put in a single cover duly sealed & submitted. First the pre-qualification requirements will be checked by opening the Envelope-I (Technical bid). The financial bid in the Envelope-II of such bidders who pre-qualify in the Technical bid will only be opened.

3. The Details of work put to tender is as follows.

1. MANUAL TENDERING

        The aspiring bidders may:

  i)  Submit their application for blank tender documents, and to submit the duly sealed tenders at any of the 4 places mentioned on notified dates in the following mentioned Offices during the Office hours.

1. The cost of blank tender documents per set per package including all taxes is Rs. 26,000/- (Rupees Twenty Six Thousand only). It is not refundable and shall be in the from of “DD” (Demand Draft) or “BC” (Bankers Cheque) drawn in favour of “Karnataka Neeravari Nigam Limited”, Huvinahadagali, Payable at Huvinahadagali and shall be attached with the application for the blank tender form. The bidders should mention in their application the place from where they wish to receive the blank tender documents and place where they wish to submit the sealed tenders.
   
   
2.  “EMD” shall be furnished in the form of Demand Draft or Banker’s Cheque drawn in favour of the “Executive Engineer, S.L.I.S Division No. 2, KNNL, Huvinahadagali”, Payable at Huvinahadagali, or Bank guarantee of any Nationalized or Scheduled Bank. The validity of EMD shall be for a period of minimum180 days from the date of opening of tender-Financial bid, (it should be in the format enclosed to tender booklet). Tenders received without valid EMD shall be rejected.

1. e-Tendering

In addition to the normal tendering procedure in order to enhance transparency through automation in the tendering process, KNNL has introduced electronic tendering process for     e-Tendering.

1. The blank tender documents can be obtained through web site www.knnlindia.com and by linking to e-tender (i.e., once you are in the web site click on e-tendering wizard which will link www.knnlindia.com where e-tendering is provided) and can be submitted through electronic tender box available therein also.
2. The contractors can request for e-tendering documents at KNNL website www.knnlindia.com link e-tender document on payment (non refundable) of Rs.26,000/- (Rupees Twenty Six Thousand only) towards the cost of e-tendering document including all taxes. While applying the contractor should enter the particulars of payment like D.D. number, Date, Amount and Name of the Bank. Contractors who are applying through e-tender should submit D.D. at office of the Executive Engineer, KNNL, S.L.I.S Division No.2, Huvinahadagali.
3. The aspiring contractors who have not previously obtained the user ID and password for participating in e-tendering in KNNL may now obtain the same by requesting in writing to the MD, KNNL, Regd. Office, Bangalore.
4. In case of e-tendering the necessary certificates shall be scanned and attached to the e-tender document. The original certificates shall be produced at the time of opening of tenders (Envelop-I) for verification.

1. Dates /cut off date for the tender process

         For Manual Tendering and e-tendering:-

1. PRE-QUALIFICATION CRITERIA 

1. The intending bidder should furnish the Certificate of Registration issued by State/Center/ Public sector Organization.
2. The intending bidder/firm/company should have satisfactorily completed at least one similar type of work costing not less than 80% of the amount put to tender in last 5 years.(Certificates should be obtained from the officer not below the rank of Executive Engineer-Additional weightage will be given for turn over to bring it to 2010-11 level). Similar type of works for Package-1, 2 & 4 includes Construction of Canal works, Lining with CD works and for Package-3 includes Construction of Dams, Barrages, Tunnel, Aqueduct, Bridges on Rivers, Canal works, Lining with CD works etc.
3. The bidder should have an annual financial turnover of minimum of two times the amount put to tender in any two financial years during the last five years. Audited balance sheet certified by the Charted Accountant should be enclosed (Additional Weightage will be given for turn over to bring it to 2010-11 level).
4.   The intending bidder/firm/company should furnish list of manpower, machinery available with them for taking up the work.

6. TERMS AND CONDITIONS

1. The intending bidders are advised to visit the work site before submission of the tenders.
2. If the percentage quoted by contractor for any work is above/below 75% and above 125% of the amount put to tender then the successful contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 75% of the amount put to a tender.
3. The following Certificates shall be scanned and attached to e-tender document.
1. Contractor’s enrolment letter.
2. Employment Provident Fund (EPF) Registration Certificate.
3. Latest Income tax clearance Certificate.
4. Karnataka sales tax clearance Certificate.
1. Original documents shall be produced at the time of opening of tenders for   verification. Otherwise the tender will be rejected.
2. Any document submitted through post/courier is at the risk of the contractor and KNNL will not be responsible for postal delay.
3. The contractor should attach his/her scanned signature to the “Schedule –B” before submitting.
4. If any of the dates mentioned above happens to be a general holiday, the next working day holds good.
5. Further information can be had from the Office of the Executive Engineer, Singatalur Lift Irrigation Division No.2, Huvinahadagali, Bellary District during office hours. Phone no 08399-240390 .
6. If bidders finds disqualified, either while tender process or till assigning the agreement, such bidders should be dropped without any prior information.
7. While applying the contractor should clearly specify the office from where he wishes to collect the blank tender documents.
1.  The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigama, it shall be the responsibility of the bidder to take possession of such land and start the work by consent of land owners before commencement of work at no extra cost to the Nigama and no claim whatsoever relating to non availability of land would be entertained.
2.   All the documents and the Certificates shall be attested not below the rank of district level Officer submitted along with the technical bid. Otherwise the bid will be disqualified.
3. EMD will be released only after the completion of entire tender process for the unsuccessful tenderer.
4.  The contractor should mention their recent correct postal address in declaration forms.
5.     Incomplete tender documents will be rejected.
6. All materials like steel, cement etc required for the above work should be procured by the contractor only. No departmental supply of any materials shall be made by KNNL.
7. The Contractors/Firm shall send the authorization letter for their representatives duly attesting their signature for submission of application, to receive and submit the tender documents.
8. The authority competent to accept the tenders shall have the right of rejecting all or any of tenders without assigning any reasons and will not be bound to accept the lowest tender.
