Pre-qualification cum Tender Notification

  1. Scaled pre-qualification cum item rate tenders in duplicate for the above work are invited by the Executive Engineer, KNNL, UTP Division Shimoga on behalf of the Managing Director, Karnataka Neeravari Nigam Ltd., Bangalore from the contractors registered in any State PWD/CPWD who are eligible to bid for works costing over Rs. 8.00 crores. The date for receipt of application for pre-qualification cum tender documents is 24th and 25th June 2002 up to 4.00 p.m. The cost of blank pre-qualification cum tender booklet per set including KST and surcharge is Rs.20,000/- (Rupees Twenty thousand only) which is non refundable and shall be in the form of crossed Demand Draft drawn in favour of the Executive Engineer, KNNL, UTP Divn. Shimoga payable at Shimoga and shall be attached with the application.
  2. Blank pre-qualification cum tender documents will be issued between 11.00 A.M. and 5.00 P.M. on 1st and 2nd July 2002 and completed pre-qualification cum tender documents will be received in the following offices on 1st and 2nd August 2002 before 4.00 P.M.
    i) Registered office of KNNL, 4th floor Coffee Board Building, Dr.B.R.Ambedkar Veedhi, Bangalore - 560 001.
    ii) Office of the Chief Engineer, KNNL, UTP Zone, B.H.Road,
    Shimoga-577201.
    iii) Office of the executive Engineer, KNNL,UTP Division,
    Shimoga.
    The pre-qualification documents will be opened on 5th August 2002 or on any other convenient date in presence of tenderers or their representatives, by the Executive Engineer, KNNL, UTP Division, Shimoga in his office.
  3. The complete pre-qualification and financial bids will be received at any of the above mentioned offices between 11.00 A.M. & 4.00 P.M. and this office will not be responsible for any postal delay.
  4. Each tender should be submitted in two separate covers. The cover containing financial bid should be superscribed as such and marked as Section-I. Pre-qualification documents and commercial and technical conditions if any and EMD shall be submitted in a separate envelop and sealed in a common envelop which may be superscribed as Section-II.
    On the notified time and date, Section-II will be opened in the presence of agencies or their authorised representatives. Covers containing EMD and pre-qualification document will be opened first and evaluated. Covers, containing commercial and technical conditions and such of the tenders who satisfy the EMD and pre-qualification requirement will only be opened either on the same day or any other day notified.
    After evaluation of the conditions and financial loading, Section-I i.e. financial bifs of the tenders will be opened and evaluated, subsequently under intimation to the pre qualified bidders.
  5. KNNL reserves the right to reject any or all tenders without assigning any reasons thereof.
  6. The agency whose tender is accepted shall have to furnish additional performance security in terms of Bank Guarantee. The amount of additional security shall be equal to the difference in amount between 25% of estimated rate and tender rates of all such item for which quoted rates are less than 25%.
  7. In case quoted rates are above 125% of the estimated rate then the amount over and above 125% will be with-held during the progress of work. The amount so recovered shall be refunded after completion of the entire work at the discretion of the Executive Engineer.

    Following are the pre-qualification requirements for the execution of the said work:
    a) The agency should be a registered contractor of any state PWD/CPWD and eligible to take up works costing over Rs.8.00 crores.
    b) The agency should have the experience of having successfully completed design, fabrication, supply, erection and commissioning of crest gates of size not less than 8m x 3m (certificate from an officer not less than a rank of EE or equivalent post of Government Department or Government Undertaking should be enclosed).
    c) The agency should have an annual financial turn over of not less than Rs. 8.00 crores in atleast any two of the previous ten financial years.

    Additional information, if any required, may be obtained from the office of the undersigned during office hours on any working days duly registering his name.
    a) It may be noted that if any of the dates mentioned in the Notification happens to be a General or declared Holiday, next working day will hold good.
    b) Earnest money deposit (EMD) shall be furnished in the form of a Crossed Demand Draft, Bankers Cheque or Bank Guarantee only, drawn in favour of Executive Engineer KNNL UTP Division, Shimoga. Tender received without valid E.M.D. will be rejected. The validity of E.M.D. shall be for minimum period of 180 days from the date of opening of the tenders and it should be in the format enclosed to tendes booklet.
    c) Pre-qualification cum tenders documents received after the stipulated date and time be rejected. The officer competent to accept the tenders shall have the right to reject the pre-qualification cum tender without assigning any reasons whatsoever.
    d) The bidder should clearly mention their complete postal address.
    e) Incomplete tender documents will be rejected.
    f) Latest Income Tax Clearance Certificate should be produced while applying for pre-qualification cum price bid document.
    g) All materials like Steel, Cement etc., required for the above work should be procured by the contractor only. No departmental supply of above materials shall be made by KNNL.
